A federal court challenge to the districts of the Galveston County Commissioners Court (the county legislature) based on alleged intentional discrimination, the unjustified predominant use of race, and violations of the Voting Rights Act.

On October 13, 2023, the trial court struck the map as a violation of the Voting Rights Act.  On appeal, on Nov. 10, 2023, an appellate panel affirmed that decision, but the court reheard the case en banc, and on Aug. 1, 2024, the en banc court held that the Voting Rights Act does not allow for multi-racial coalitions to petition for relief if one racial or ethnic group could not comprise more than half of a district-sized community.
