Case Information

A federal challenge to the mid-decade redrawing of congressional districts, alleging unconstitutional racial discrimination and retaliation against speech.

On July 23, 2026, the 3-judge federal trial court denied a preliminary injunction, finding that plaintiffs were unlikely to prove that the map was motivated by discirminatory racial intent, rather than by partisanship — and that the speech case amounted to a nonjusticiable allegation of partisan gerrymandering.  (The court found it significant that plaintiffs did not offer an alternative map accomplishing the state’s political objectives, despite the fact that this was neither a Voting Rights Act case nor a case alleging unjustified predominant racial purpose.)
