Federal court lawsuit asking court to draw new congressional and legislative maps based on anticipated failure by the political branches to enact new plans in a timely manner. On Sept. 16 the three-judge court issued a limited stay to allow the state process (including action by state courts) to play out. The court unanimously agreed to draw new maps if the state process fails.
